मातृभूमि योजना की परिकल्पना सरकार द्वारा उत्तर प्रदेश के इच्छुक निवासियों, या भारत के अन्य देशों या राज्यों में प्रवासित लोगों के साथ जुड़ने के लिए अपनी पसंद के नाम पर बुनियादी ढाचे, संपत्ति और सेवाओं का निर्माण किया जा सके . दानकर्ता परियोजना लागत का कम से कम 60% वहन करेंगे, जबकि सरकार शेष राशि 40% तक प्रदान करेगी.
यह परिकल्पना की गई है कि सरकार और दानदाताओं के बीच सहयोग से संबंधित ग्राम पंचायतो के विकास के अवसर बढ़ सकते है, नए दृष्टिकोण सामने आ सकते है , प्रौद्योगिकी और डिज़ाइन दक्षता को ताज़ा किया जा सकता है और बदले में काम की गुणवता में वृद्धि हो सकती है.
प्रमुख बिंदु :-
'उत्तर प्रदेश मातृभूमि योजना' के तहत, विदेशों में बसे उत्तर प्रदेश के निवासी अब अपने रिश्तेदारों और पूर्वजों की याद में अपने पैतृक गांवों में सामुदायिक केंद्र , बारात घर और ऐसे अन्य निर्माण कार्य करा सकेंगे.
यह ज्ञात है कि उत्तर प्रदेश से बड़ी संख्या में लोग ग्रामीण परिवेश छोड़ कर आये हैं जो देश के विभिन्न शहरों एवं राज्यों तथा विदेशों में भी रहकर काम कर रहे है. ऐसे लोग उत्तर प्रदेश के अपने पैतृक गांव के विकास में सहयोग देना चाहते हैं, लेकिन पूर्व में कोई व्यवस्था न होने के कारण वे अपेक्षित सहयोग नही कर पा रहे थे .
योजना के तहत यदि कोई व्यक्ति, निजी संस्था किसी ग्राम पंचायत में विकास कार्य, बुनियादी सुविधाओ का विकास एवं पंचायती राज अधिनियम की धारा 15 के तहत अनुमत कार्य कराना चाहता है और न्यूनतम 60% वहन करने को तैयार है दान के रूप में कार्य की लागत. यदि हां, तो राज्य सरकार शेष 40% लागत वहन करेगी |
कार्य पूरा होने के बाद उक्त भवन या आधारभूत संरचना सुविधा के शीर्ष पर या सहयोग करने वाले व्यक्ति या संस्था के अनुसार राज्य सरकार द्वारा निर्धारित आकार एवं प्रकार की पट्टिका लगाई जाएगी.

A1. Any person willing to donate money/land with money for any kind of infrastructural work relating to public welfare can become a donor under Matribhumi Yojana.
A2. Donor can register on the following link: https://mbhumi.upprd.in/Registration/AuthorRegistration
A3: Consider the following steps:

Step 1: Register yourself as Donor using your mobile number and email address.

Step 2: Login using UserID & Password provided on your registered mobile number by the
Matribhumi team.
- Step 3: Go to “Register your Project” => fill personal details => fill Scheme details => Submit.
- Step 4: Go to “View all Projects” => if the project is approved => take action => Go to “Pay now”
A4: The following developmental works can be taken under the yojana:
- School rooms/Smart class
- Community Hall, Marriage Hall (Barat Ghar), Skill Centre
- Primary Health Centre(Approved by Department of Heath and Family Welfare), Sub HC, beautification, upgradation, installation of equipments and machinery, etc
- Anganwadi centre: kitchen and dining area, storage room.
- Library, Auditorium.
- Sports Complex, Gymnasium, installation of equipments and machinery, Open gym, etc.
- CCTV camera, Surveillance System, Public Address System.
- Crematorium System.
- Water Recycling System, Sewerage/Sewage Treatment System, drainage system, solid waste management, etc.
- Beautification of Ponds, Drainage System, Water conservation work.
- Bus Stand, passenger shed.
- Solar energy, street light, drinking water system, LED light,etc.
- Construction/O&M of animal breeding centre.
- Fire Service Centre.
- Infrastructure and Marketing for rural artisans.
- Development of Milk collection centre/ Bulk milk cooler and related committees.
- Development of pastures.
- Works for elimination of poverty and achievement of sustainable development goals.
- Other development/public utility works.
A5. Yes. Multiple projects can be initiated using a single login.
A6. No, Donors cannot switch from one development work to another under one particular donation once the donation is made.
A7. No refunds are allowed once a donation is made for a particular development work.
A8. Donations can be made multiple times as decided by the donor and the Matribhumi committee members
A9. Consider following points:
- a. Preference will be given to Donor to choose agency for work execution. Government will provide necessary approval and support from concerned government authorities.
- b. Choice remains with Donor, either donor/agencies hired by the donor are applicable to execute the work after government approval or relevant government authority can execute the work by tendering process where donor shall be the part of the tender committee.
